Default MR shift adjustment

Can't seem to get my shift adjustment correct. I can adjust it to get forward or revers but not both. I can shift them fine by hand, with the cable removed.
But the shift cable and linkage from the helm just doesn't seem to have enough travel to acomplish it. I have an 85 260MR.
